Use of Wildcards in Website Categorization

I am attempting to set up a global blacklist and only allow the websites I explicitly specify. When I chose the domain * or *.* and add it to the blacklist category, nothing is blocked.

I also tried adding google.com to the blacklist category and it is block. What is the correct syntax for domain wildcards within Categorize Web-Sites menu?

I figured it out. Create a global deny rule and then a whitelist category with specific domains.
