Hello Sweety,
You have to bypass Proxy authentication and HTTPS Inspection. Also you have to create IP based policy.
Skype application is changing it's host when new version is coming. So after up-gradation you have to add those host entries as shown below.
For details ..
REQUEST PROFILE
POLICY 1
Add the Request host name:
skype.com, live.com, skypeassets.com, microsoft.com, adnxs.com, doubleclick.net, googlesyndication.com, w55c.net, trouter.io, auth.gfx.ms, bing.com, hotmail.com, aspnetcdn.com, microsofttranslator.com, windows.com, msads.net, mathtag.com, 2mdn.net, akamai.net, rubiconproject.com, serving-sys.com, adsafeprotected.com, betrad.com, godaddy.com, msftconnecttest.com with allowed domain name(s).

NOTE: when the skype is upgrade every time we will get new hostnames. Those hostnames we have to add under request hostnames sub-section. 8)

POLICY 2
The skype application has IP based hostnames so add this regex for allowing those IP requests.
Add the Request Hostname: [0-9]{1,3}\.[0-9]{1,3}\.[0-9]{1,3}\.[0-9]{1,3}

POLICY 3
The skype application has user agent “WiniNet” so add this user agent under Request profiles as shown below.
User Agent: WiniNet

ACCESS PROFILE
POLICY 1
Here we should bind Request Profile with Profile section
POLICY 2
Skype application is not support the SSL Inspection, So Bypass the SSL inspection.
Bind the skype_allow profile under Bypass SSL profile
POLICY 3
Skype application is not support the Proxy Authentication so Bypass Proxy Authentication
Bind the skype_allow profile under Bypass Proxy Authentication profile

ACCESS RESTRICTIONS
The Skype application is not supporting the ProxyAuthentication, so bypass the authentication under AccessRestrictions.
Go to Access Restrictions and make a policy for bypassing AUTHENTICATION.
NOTE: Make sure the policy should be second policy in Access Restrictions.

HTTPS INSPECTION
The Skype application is not supporting the SSLinspection, so bypass the SSL inspection under HTTPSInspectionsection.
Add a policy under HTTPS Inspection

Proxy configuration
 If you need your proxy to be automatically, set the proxy in Internet Explorer or Google chrome Browser at that time you have to select “Automatically Proxy Detection”
 when you are not Bypassing the Proxy Authentication and SSL Inspection then the SKYPE APPLICATIONis showing “Sorry, couldn’t connect to Skype” message.
Let me know if you face any issue after doing the same. :?:
